Scarborough Ontario Health Team wants everyone in Scarborough to be able to use this website — including people who use screen readers, magnification, voice control, a keyboard alone, a phone with one hand, or who read best in a language other than English.

Our standard

This site is built to meet the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, which exceeds the WCAG 2.0 Level AA required of organizations like SOHT under the Accessibility for Ontarians with Disabilities Act (AODA), Integrated Accessibility Standards, O. Reg. 191/11, s. 14.

What we do

  • Every page is tested with automated tools (axe-core) before it is published and the whole site is re-scanned regularly; results are on this page.
  • New templates and forms are tested by hand with a keyboard only, at 200% zoom, with a screen reader and in right-to-left (Urdu).
  • Documents: new PDFs are published as web pages where possible; when a PDF is required it is tagged. Older documents are available on request in another format.
  • Staff who publish content are trained; the editor points out an image without a description or a heading out of order before publishing.
  • Display preferences (the “Display” button at the top of every page) let you choose high contrast, larger text, wider spacing, highlighted links, paused animation or hidden images — on top of, not instead of, an accessible site.

Languages

Pages are available in English, French, Tamil, Simplified Chinese (Mandarin), Traditional Chinese (Cantonese), Urdu and Tagalog through the language menu. Translations on this demonstration are drafts pending professional review and are labelled as such. Interpretation for calls and meetings can be arranged.

Known limitations

Some documents in the resource library are PDFs produced by other organizations and may not be fully accessible; we will provide any of them in another format on request. Embedded dashboards and maps are provided by Microsoft, Esri and Google and are subject to their accessibility; every embed has a plain-text alternative or a data table.

Automated test results for this site

axe-core 4.10 (WCAG 2.0/2.1 A and AA rules plus best practices) was run on 31 representative pages of this site on September 5, 2026, in seven languages and with display preferences applied: 0 violations. Automated testing finds roughly a third to a half of accessibility barriers; the rest is found by manual review, which is part of the proposal.

Where the current site stands

The same automated test was run against 15 pages of the current en.soht.ca on September 4, 2026 as a baseline: 91 automated failures across 6 distinct rules. Most come from the page builder and theme rather than the content, which is good news — they can be fixed once, for the whole site, by rebuilding on an accessible theme. The home page makes 63 requests and transfers about 0.6 MB; the median page here makes under 20 and transfers under 0.5 MB.
